I'm going to assume that you've looked at the CHC scoring and that you believe your loved one meets the criteria.
If someone meets the criteria, it should be awarded, however, all too often I hear that funding hasn't been awarded.
Preparation is Key!
Only by going through the process, and being successful for 4.5 years, could I see where it would be easy to fail when you meet the criteria.
